Rick Perry, governor of Texas from 2000 to 2005, has suggested Congress repeal but not replace the ACA, saying healthcare falls under state’s rights.
After the King v. Burwell Supreme Court decision, he issued a statement saying, “The Obama Administration has ignored the text of the Affordable Care Act time and again, and today’s ruling allows them to continue to disregard the letter of the law. Texas tax code renders medical device excise taxes, part of sales tax revenue, reimbursable. The state comptroller regards such taxes and fees as collected in error and refunded to customers or remitted to the state."
