Since the beginning of 2003, FDA Commissioner Mark B. McClellan has proven to be a ready spokesman for healthcare policies supported by President Bush. While stumping on behalf of administration proposals on such current issues as Medicare reform, counterfeit drugs, and the labeling of foods and nutritional supplements, however, McClellan has also been promoting "a major strategic action plan" announced by the agency at the beginning of the year.

Last April, speaking to the annual meeting of FDLI (Washington, DC), McClellan described the agency's plan as encompassing "three specific areas of major new initiatives and two general approaches that we are reinforcing in order to achieve all of our mission objectives."
